COMMON FACILITIES
- A Community Hall with a fully equipped kitchen, a billiard and a table-tennis table.
- The Community Hall contains a collection of used books.
- Solar heated, 13 metre swimming pool with children’s wading pool.
- Synthetic grass surface tennis court.
FRONT GARDEN AREAS
These areas are documented in Schedule 1 of Plan of Cluster Subdivision CS1034. The Owners Corporation Committee of Management organises the regular mowing of the front lawns, whereas owners are responsible for the maintenance and appearance of their garden beds and shrubs.
HALL HIRE
Private functions may be held in the Community Hall for a nominal fee of $60. An application can be directed to the committee for forwarding to the hall hire liaison. Check the Estate Facilities page for details.
LETTERBOXES
Replacement letterboxes require Committee approval, see Rule 4b. All letterboxes should meet the published Australia Post minimum dimensions of 230 mm wide by 330 mm long.
LOT OWNERSHIP
- Lot (house and land) ownership is by individual title
- Buy and sell as you would any private house
- The only charge to owners is a quarterly maintenance fee/levy
- Owners pay their own insurance and rates
- Water usage is not individually metered. Water fees are shared equally by all owners
NOISE
The Estate Rules refer to noise however, everyone at Pagewood Park is subject to the overriding Environment Protection Authority Victoria rules/restrictions on noise.

OWNERS CORPORATION FEE LEVY
This development is maintained by members through the payment each quarter of a contribution fee that provides funds for the management and maintenance common property and services. The fees are reviewed each year at the Annual General Meeting and are subject to approval by the members attending that meeting. The fees are normally increased by the Consumer Price Index (CPI) each year.
Check with the Committee of Management for the current fees.
The fees cover items such as
- Costs associated with the employment of a company to provide management services
- Public liability insurance for common property areas
- Building insurance of the community hall
- Maintenance of the Common property areas and infrastructure -water pipes and roads
- Mowing of the front lawn and common property areas
- Common energy costs - Community Hall, street lighting, swimming pool
- Costs associated with the Caretaker's Cottage upkeep
- Maintenance and replacement of fences where the fence is on common property
- The Maintenance Plan
Note: the Owners Corporation fees do not cover building insurance and public liability of privately owned properties. This insurance is the responsibility of the owner.

ROADS & PARKING
Within Pagewood Park the speed limit is strictly 15 kph. The 15 kph limit applies because there are no footpaths. The Estate’s internal roads are shared between vehicles and pedestrians.
At the 2012 AGM - “it was resolved to permit owners to park in front of their garages on the provision that the safety of residents and visitors is not compromised.”
“Car parking in front of a garage is permitted when it is safe - when a car is within the confines of the curbing leading to the garage and not protruding onto main carriageway obstructing the normal flow of traffic.” The internal roads are common property and parking with part of the vehicle protruding onto the main carriageway is not permitted.
ESTATE FACILITIES COMMON KEY
Each Lot is issued a key which provides access to common facilities and is for the exclusive use of the residents. The key is registered and locksmith restricted, i.e. can’t be copied. Guests may accompany residents when using most facilities but under no circumstances can the key be loaned to anyone else.
The key is transferred to a purchaser by the previous owner. For leased properties the key is transferred from owner to the Estate Agent, to the tenant. The safe-keeping of the key is the responsibility of the current holder. Estate Agents should ensure they recover the key from departing tenants and pass it to the incoming tenants.
Additional keys may be ordered, contact a Committee member or the Manager to arrange. A replacement fee is charged for each replacement key.
SOLAR PANELS
An application for Committee approval prior to any work being undertaken is required.
Applications should give details of
- Number and position of the panels with details of the panel type
- Diagram of positioning is also recommended
SWIMMING POOL & TENNIS COURT AREAS

WASTE BINS
The Pagewood Park Bin Policy
- Bins are not to be put out earlier than 24 hours prior to the Thursday morning weekly scheduled collection time.
- Bins are to be put away, out of sight, within 24 hours of collection, typically by Friday afternoon.
PLUMBING ISSUES
An owner or resident at some stage may need to undertake plumbing works on their Lot.
Before starting work check out the "Water Leak Flow Diagram" in the community hall.
If the work is within your Lot/house your plumber should be able to turn off the stop valve for your individual house to do the work.
If the house stop valve can't be found, or does not work, the plumber will need to use one of the Estate's Control Valves (CV). Each CV cuts off water to several houses at the same time. Your plumber should view the water-valve map to identify the correct CV. You should notify any/all houses which will be affected. If in doubt, contact the committee for assistance.
Properties are rated individually and owners are charged according to the property value.
Each owner receives individual rate notices (4 per year) from South East Water which include charges for: Water Usage, Water Service, Sewage Disposal, Sewage Service, Drainage, and a Parks.
The 139 private lots are not individually metered for water.
EXTERNAL PAINTING OF HOUSES
The external paint work of privately owned houses is refreshed every 9 years in order to maintain the Estate’s high standard. The painting process is overseen by the Committee. The Manager advises each owner via letter when painting is due. It is the owner's responsibility to arrange for the painting to be done and to pay for any work.
